Looks like some of the description was left off in the achievement when the update released.
I got this achievement by hosting a custom game in versus mode and changing these settings:
RESOURCES tab - putting two starting resources to 9999 (I did wood and stone) and left the rest at 0
PLAYER TOOLS tab - TECH TREE - everything to on
Once in game I destroyed the opposing base using any units
You can boost this by inviting a friend and its not host only
I had various other settings to my taste, I don't believe it matters apart from the above

Thanks was the last one I was struggling with! I must’ve messed around so many times changing things, swapping teams, nothing was working but this did.
