You can find this kind of piglins in medium and large bases. If you're playing for the first time you will likely get it naturally.
Clanger piglin is a tall, thin, and fast piglin with square shaped weapons on the hands.

NOTE: Because of some previous confusion it is important to mention that this achievement must be done in Campaign mode.

Method with custom game:
1. Create Custom Game with parameters:
- Player -> Modifiers -> Player Damage - 500% in order to kill piglins faster
- Player -> Bonuses - optional, but turn everything on for safer and faster achievement
- Piglins -> Modifiers - set everything to 10% here in order to kill piglins faster
2. After you applied settings above press to save and continue.
3. Visit multiple medium or large bases to spot clangers, they also spawn periodically from the nether portal.

When I killed definitely more than 10 clangers for me achievement progress stuck on 70%, after quitting the game achievement popped.
