After messing around with scaffolding, boats and water I found that simply using ladders worked best for me.

You can build a 1x1 shaft up to build height (320) encased by any solid block on all 4 sides.
With the ladders in the center. And a platform at the top.
Push or lead a villager with trades into the 1x1 shaft, and lock yourself in with it.
The way it works, is that if you occupy the same space as a villager in a 1x1 space, the villager will be dragged alongside you as you ascend the ladder. Make sure you don't go too fast, or the villager will go back down.

Personally I started with a tower of scaffolding to the top.
Encasing the scaffolding tower on all 4 sides, before removing the bottom and placing the ladders.

The advantage of scaffolding that it's faster to build a wall while climbing it, than is to jump and place.
You can add scaffolding to the top by placing pieces inside existing one.
As well as have a way to safely climb back up/down.

Additional tips
- You will need a lot of blocks and sticks for ladders.
- Make sure you have the items to trade.
- It might take a while for the achievement to pop.

With the new title update, this Dubai Trophies Realm includes the Caves and Cliffs: Part 2 area. You can either go to the teleporters near the base game achievements area to teleport to the Caves and Cliffs Part 2 area, or just use the speed pads that make you go really fast to go all the way to the end.

There would be teleporters that will teleport you to a place where you can get that specific achievement in the achievement areas. The descriptions to earn the achievements in the realm are in English and Arabic.
