NOTE: This Solution no longer works as a new tutorial world is now in play. Sorry to those that didnt get the achievement back then, but you'll have to use another solution.

Dry Spell - 15G (Requires Title Update 48)

Load up the new Elytra Tutorial World. I found a Sponge in a chest at the coordinates: X: -397, Y: 92, Z: -95. Make sure you use it on water to make it a Wet Sponge, then take that to any furnace and insert it inside along with a wood block or anything that can be used as a fuel source to get this Achievement (you can even use a Bucket of Lava as the fuel source and get the Super Fuel Achievement at the same time). It may be easier to take a furnace along with you to cut down on backtracking.

IMPORTANT NOTE: Thanks to LordFightALot a solution has been found for anyone that was trapped with relocked Achievements on the day of Title Update 48's release! Do as follows and there is a 99% of it working!

"This is exactly what I did:
1. Start up the Xbox (it auto signed in for me)
2. Manually sign out of your profile on the Xbox dashboard.
3. Launch Minecraft.
4. Press Play Game
5. A popup appears and asks you to sign in. Press Yes [I want to sign in].
6. The achievements popped right away on the world selection screen."

Found a place in the new aquatic update for this.

Near to where you fight the elder guardian at X: 278 and Z: -105. You should find some hanging on a ceiling in a hidden chamber.

Swim down through the entrance to the monument and go through the opening on the right. Once in this room start tunnelling through the left wall opposite 2 diamond blocks and you should come out into an opening where there are several sponges hanging from the ceiling.

Mine them and just pop them in a furnace as they will already be wet, once they are dry take them out the furnace and the achievement should unlock.

The best way to get this achievement to combine it with “The Deep End.” Elder Guardians always drop sponges, and it is easy to kill the elder guardian in the tutorial world.

In the tutorial world, craft an iron pickaxe and mine the diamond blocks on the pickaxe art to make diamond armor. Then go to the trident tutorial area and enchant a trident with Impaling V. You can also kill one of the pufferfish with the trident to get the “Overpowered” achievement. Take your pufferfish to the brewing tutorial to get the water breathing potions. Go to the elder guardian at X:281, Y:63, Z:-103 and use your water breathing potions and trident to kill the elder guardian and get the “The Deep End” achievement.

Grab the wet sponge, craft a furnace, and cook the wet sponge to get the “Dry Spell” achievement.
