This one just got a whole lot easier.
The Title Update 69: Update Aquatic now has 4 Llamas in a stable in the first area after the starting tutorial. Pet/ride them with LT until hearts pop out to tame them, then use the conveniently placed nearby hay bales to get them breeding.
Four adult Llamas plus one baby one still counts, and the lead is in a chest close by too. Open all the stalls, pop the lead on one and walk up and down a bit for the 20G.

Perfect solution. Just to clarify, you need to ride two of them to tame them BEFORE feeding them with hay. Also I couldn't get them to breed whilst they were part of the caravan - I had to let the leader go from the leash first.

This is a pain, but once again, you can get it on the tutorial world. (The Cobbmeister wrote in the comments that this works MUCH easier if you set your game to Peaceful.) I combined my world with my The Deep End achievement since it's in roughly the same area, and threw Let It Snow for good measure. You obviously don't have to.
In the horse area of the tutorial is a chest with a lead. You only need one. That's the easy part. While you're here, grab as many hay bales as you can to breed the llamas. Also grab some fence and a gate...rip them out of the ground.
Now go due south on the map. I literally carved a hole in the mountain through the start area. You will find a small village on the west side of a savanna. Slightly west is a jungle (good for the ocelot achievement if you need it), and off to the east is a desert area with temples and such. Llamas spawn in the savanna.
When you find the llamas, MAKE SURE YOU TAME THEM. It's going to be annoying looking for llamas, but they do show up. They're almost always on the slope of the steep hills in this area, and I wandered around and around them until I found two. There are three separate hills in the savanna, so make sure you search all three.
Note that other animals and creatures may keep them from spawning, so I killed every cow, rabbit, chicken, sheep and mob I saw. I even went so far as to kill the squid in the ocean just off the shore, because I was frustrated I couldn't find any llamas.
I carved out a cavern in the side of one of the hills for a bed and a solid corral for the llamas when I found them. Then I put fencing around the outside. You can do it any way you like, but that's what worked for me. Here are the coordinates of my cavern, which is just so that you know the general area of where the llamas spawned for me.

z: 267
This is very luck based. You have to wait for not one, but two llamas. On the One, it took about 30 minutes. On the 360, it took hours. Just dumb luck.
You do need 2 llamas, though. Tame them, then use hay bales to put them in Love Mode. (I can just hear Barry White saying that. "Love Mode.") Breed them until there are a total of five. They don't all have to be full grown, but you can't breed them for a little after one is born. It'll take a few in-game days.
Once you have five, you just need to put the lead on one of them, since they all pack together.

I got one lama so far. But this is way less of a hassle then the other solution. I don't mind killing shit to pass the time...

Beat me to it! Was in mid writing when I saw this . Solution looks good!
For record, I found one of my llamas on top of the hill east of the "crooked sword" hill and one on top of the bigger hill north of the "crooked sword" hill.
The key which needs to be emphasized is to kill all other livestock in the area as you're roaming between all three hilltops. This will speed up llama generation quite a bit.
As well, you may want to bring some dirt with you to build a "stairway" to get to the top of each hill quickly (as they tend to be craggy). This will speed up the climb and thus speed up the search.
For record, I found one of my llamas on top of the hill east of the "crooked sword" hill and one on top of the bigger hill north of the "crooked sword" hill.

Hey guys. We only need one lead, so the one in the mansion should do it pretty well. Go all the way on peaceful if you will, it only makes it easier especially in the mansion
I got this on the Frost Walker seed; once I found the lead on the mansion, it was not that hard.
1. Start a new World: Medium biome size; 1688171794 seed;
2. I recommend you establish your home at your west (bottom left corner of the map, the llamas are animals that appear on high mountains)
break the grass on the floor, we'll be planting some wheat as soon as possible (and don't be shy, if we end up find only 2 llamas later, we'll have to bread them with 2 or 4 pack of wheat);
3. At the mansion, on the first floor you'll find a room with a chest on the other end wall, here's your 5th lead (X: -237, Y: 70, Z: -221);
If you don't find it, reload a new world or we can craft two lead with:
4 strings (killing spiders or around the chests of the mansion you can find some)
and a Slime Ball (the slimes can be found at x: 100 z:-100)
4. Now back at the base on the mountains, the llamas should be spread around fine, if not, get two of them and bread with pack of wheat until you got five of them;
Use the lead on one of them and the llamas near it will follow along.

What's special about the bottom left corner of the map? I haven't seen a single animal there and I've been playing for 20mins
