How to unlock the Sound the Alarm! achievement in Minecraft - Definitive Guide
This achievement can be really buggy and it never unlocked for me until i did this easy and fast trick:
It seems to work when you hit any villager and if a golem start to chase you.
I did this on the desert village seed, the village is in front of the spawn.
I went into the village, hit a villager guy, noticed the golem chasing me and ran to the bell:
No seed number needed, just create a desert village world.
Achievement popped few secondes after ringing it,
hope it helps people having troubles to unlock it as well.
EDIT: if it still doesnt work, you should try the methode suggested by Dooey Hoo in the comments:
"I thought this one was glitched too, it simply wasn’t working for me. What I did was destroy the doors on the majority of the houses and replaced them with any solid block so the villagers couldn’t get inside. Then I mined and placed the bell. Then I waited until nighttime, and once mobs swarmed the village and started attacking the villagers, I started ringing the bell and it finally popped. I’m not sure what the exact trigger is still but that’s what worked for me"

Start up the world with the seed 190800072 on Easy, with the bonus chest and coordinates turned on. Craft a sword, and make your way towards 440, 65, 460. This is the location of the Pillager Outpost. You can either make a bed to set your spawn here or copy a save of this world in case you die. You’ll know which one is the Pillager Captain because they have a large banner over their head. It’s best to attack him when he is alone away from the tower as his guards can be annoying to fight. Once you kill the Captain, you will receive the Bad Omen effect, as well as an achievement.
Now head towards 560, 65, 520. This is the location of a village. Upon entering the village with the Bad Omen effect, a raid will commence, and you should get an achievement for starting a raid.
You have some time to loot the buildings for bread as well as set your spawn with a bed. The raid consists of 3 waves, with 4 enemies each. Try to draw the pillagers close to buildings so you have some cover from their arrows. Once the enemies are killed, you’ll have some time to heal up and put on any armor that was dropped before the next wave starts.
At any point during a wave, head to the golden bell hanging over the well and ring it while pillagers are nearby. Make sure they are in the village and you should get the achievement.

It seems that this achievement will only unlock for the host of the world. I tried hosting from WIN10 and joining, and after two attempts nothing popped for the Xbox1. Hosted from my Xbox1, and it popped on the first attempt.

This achievement is super finicky. You need to ring the bell at the exact moment a villager is being attacked by a mob.
The method I used was to trap a villager by placing a block on all four sides of it and then one directly over its head. Thus, it is trapped but still exposed.
Then, lure a skeleton towards your villager until it starts attacking. As this is happening, ring the bell.
(Note: Picking up and relocating the bell does not affect the achievement, so you can position the bell right next to your villager trap)

PLEASE NOTE: This achievement appears to be bugged as of 23/04.
It seems to be random as to when the achievement will pop for this one.
I did a raid and ringing the bell did nothing whilst the villagers were being attacked.
I brought a zombie to the bell instead and rang it, the achievement popped a few minutes later.
Seems to be inconsistent / delayed at the moment.
Edit : It's now working fine.

I couldn't get this achievement to pop using ANY of the guides or walkthrough achievement worlds on Xbox One (this popped no problem on Win 10 PC) but eventually this is what worked for me on Xbox One/Series.

From the Main Menu go to PLAY - CREATE NEW - CREATE NEW WORLD - and apply the following settings. If the setting isn't mentioned it's not important.
-Default Game Mode: Survival
-Difficulty: Normal
-World Preferences: Bonus Chest on
-Seed: Navigate to the little black arrow and select it, and now select Desert Village (2nd row)
Now confirm and create the world

2. Getting the achievement
When you spawn in, you should be in or right near by a village. Check to make sure there are villagers. If not, start from the beginning of the guide and create a new world.
Find your bonus chest and grab whatever looks useful (pickaxe if its there)
Locate the Bell in the town, which looks like this:
Mine/destroy it, pick it up, and then place it down again
Now go around destroying all (or just most) of the doors in the village, and replace them with solid blocks.
It's probable that you can just destroy the doors and not replace with solid blocks, let us know in the comments if you try this and it works.
Wait until night time and you should start seeing zombies and other monsters spawning and attacking the villagers. Ring the bell and the achievement should pop.
It simply WOULD not work any other way for me.
