This is only unlockable through Championship mode. The third race of the Attic series is the first with power-ups.
Start the race and drive to the first group of power-ups. The one you need is a satellite dish with a gray orb called "transmitter". Right around the corner will be a big blue monitor and a blue ray will lead from your transmitter to the TV.
When an AI car turns the corner, press
to use your power-up and blow up the TV. Opponent should go flying and achievement pops immediately
