The way to turn into a snowball is hit a tree or a rock. When you hit an obsticle, you will be prompted to repeatidly tap (A) to re-gain your momentum down the hill.
DO NOT repeatidly tap (A), simply carry on down the hill after hitting a tree or rock and you will quickly turn into a snowball.
From there just roll over at least one enemy and the achievement will unlock.
If you don't get it right away there are plenty of trees and rocks that can be hit before the end of the level.

Easiest on Levels 17 or 19
Missable achievement
All you have to do is kill an enemy once you've turned into a snowball.
Although there are several places you could get this achievement, level 17 "Snowy Canyon" and 19 "The Big Jump" are the easiest levels to get this achievement on.
Jump on your hat by clicking 
and start sleighing down the hill and try to hit anything (eg. light post) along the way. When you're prompted to press 
, DON'T!

Head down the hill and jump onto your hat and slide by pressing
.There are little statues on down the hill which if you hit will cause you to turn into a snowball. Make sure you DON'T click
, and you will get larger!Simply hit some enemies and the trophy will pop!
Cauchy
This is done in the level "Snowy Canyon" and is best attempted just after the first (and only) checkpoint. You will be given instruction about how to jump just after this checkpoint. If you jump over the chasm you'll see your first set of enemies. Don't worry about these guys. Just further down, there will be two more sets of enemies. These are the ones you want to focus on. You want to veer into a tree little before you approach these enemies. By doing so, you will cause Hiro to roll and accumulate snow. If he rolls enough, he'll become a snowball. While a snowball, you want to hit an enemy. This can be a little tricky and may take a couple of attempts.
Important note: It is much easier to navigate with the sixaxis controls turned OFF. You can turn these off in the options menu. Just be sure not to mess with your difficulty setting.
