You will need to obtain 145 stars to unlock all the balls.
There is well over 200 stars in total so its easily doable, I did not complete every level with 3 stars, most of the levels I completed were 1 or 2 stars.
I done the first 7 levels of each world with 3 stars then just got 1 or 2 on the remaining ones as the holes got harder, I didn't even need to complete every level.
The way the stars work are based on the gems you collect, for example:
8 gems avaliable.
1 star, 3 gems collected then finish the hole.
2 stars, 6 gems collected then finish the hole.
3 stars, 8 gems collected then finish the hole.
You also have a certain amount of shots per hole. If the shots run out before you get it in the hole you will fail the level. Each hole has a different amount of gems and shots avaliable, as the hole starts you can see how many of each in the top right of your screen.
My achievement popped when I went into the pick your ball screen after I had over 145 stars.

Yes that is a good point, as it makes the game very easy as you can even stop it in mid air and cut corners, 😆

Another thing I would like to add is to go for Valley levels first. For some reason they are much easier than other environments.
