Actually, you only need to upgrade Tower of Light, Oracle and Laboratory to a maximum level by 12 Tempest.

Idk who were the dense individuals that game you thumbs down, but on my side I thoroughly thank you for taking the time to give this info. This game is very buggy and I thought there was a problem with this Achievement. As soon as I did all, it propped. Thanks!
