Should be cumulative and be easier on later ifes with bonusses and potions.
Just sacrifice or loose all mages except one and get through three tempests successfully with bonusses or the help of potions this is very easy especially during ealier ones where you only can deploy one mage to a facility anyway.
Be aware that the whole game is buggy and seems to treat your first 2 Lifes like a tutorial without the ability to unlock achievements.
If you fulfill this condition during the tutorial you need to delete your save, redo the tutorial and do the condition again
