I got this while going for the Coming In Hot achievement before I adjusted any sliders per the solution. Retro Mode > Boomers vs Boomers. You can press start to see your players stats or make note of lineup since retro mode does not show you this during game. As soon as you get on. Stay on first. Now as soon as pitcher starts motion hold Y. I found this much easier than non retro mode controls. I stole second and third in the first inning, then second in 3rd inning. Achievement popped.

Very easy and very fast to get this in Retro mode:
(Optional) change Sliders to make this even easier:
Human Contact -> all the way to the right
Human Timing -> all the way to the right
Human Solid Hits -> all the way to the right
Baserunner Steal Ability -> all the way to the right
the rest are not important
Choose Retro mode from the main menu
button as soon as the pitcher begins his motion to steal 2nd. Repeat to steal 3rd. Once you get another hit, repeat to steal 2nd. That is 3 steals and the achievement will pop. Even though the description says "within a complete game", you do not have to play the entire game to receive the achievement.

- Select Mid-century Groundbreakers for the away team (team on the left side) so you will hit first
- Select any team for the home team
- Select any stadium and any pitcher. The default batting lineup is fine

Ricky Henderson is on the Expansion Era Boomers. First batter is Jackie Robinson for the Groundbreakers, and props to the guy but he isn't gonna steal a base as easily. Good guide, though.

on the home team select) as your opponent at home. Feel free to use sliders to help your base runner's speed. The good thing about retro mode is that the steal action is less complicated. Once you get a hit STOP on first. When the pitcher starts his throwing motion, hold 
to advance the runner on first. Should be an easy stolen base. do the same thing next pitch to try and steal third. Keep doing this (getting a hit, stealing second and third) until the achievement unlocks.
