Just like sting said kill someone who is in their upgrade screen.
Easiest way is with two controllers or a friend. Do a private match and start the match. Meet in the middle press up on the d-pad and the person who wants the achievement shoot them and kill them.

One of the best ways to do this would be to pick the assassin class since her cloak ablity will be very useful. When you start out the match upgrade her cloak abilty all the way so that you can stay in cloak for longer than usual. Run to the other teams spawn and find the person you would like to follow and chase them down. If you dont see the player go into the uprgade menu within 10-15 secsonds of spawning chances are that they will not and it is best just to go back to their spawn and try again ( players that are upgrading thier abilities can be identified by a few holograms that apear by their feet).
Another achievement that can be done in a "Private" Game. Get a 2nd controller and have it standing in the open. (Note: The 2nd controller should be in the "Upgrade Menu" to go here press up on the D-pad. ) The account you wish to get the achievement on, should be the one doing the killing.

They will be surrounded by a swirling cloud of sponsor tickets that go to about waist/chest height depending on the class. Simply go to town on someone when they have this cloud around them and WHAM! Achievement unlocked with an in game title to match it.
Most maps have corners and areas blocked off by walls and glass. Sneak into these areas for the best shot at finding someone that thinks they're safe.

This is simply just catching someone off guard when they think they are safe in the team versus match called Crossfire. You can upgrade skills anytime by pressing up on the d-pad, if you see someone sitting there idle in a corner this is what they are probably doing.
This is basically just a lucky achievement. There's no real way of knowing if your gonna get this during an actual game, however rushing the enemy base will increase your odds slightly. Just keep playing games and your bound to get it.
Alternatively you can simply have your guest hit Up to access their skills and then just kill them in a private crossfire match.
