Just like the picture on the achievement shows, this one is for being the player that uses the most forced auction power-ups (again, same icon as the achievement).
Given how random the game dishes out medals post game, you are best off doing a Local Game>Free For All>Custom match and setting it to:
Time: 5 Min
Madness Mode: Off
Bonus Medals: On
Event Timer: Normal
Community Chests: Fast Spawning
Play with 2 controllers and no bots. Do your best to simply buy a few properties with your 2nd controller and have it run around a bit. With your main controller, get the power-ups over and over again until it is the Auction power up and use it on your other controller's purchased properties by hitting X in front of it. Do not use any other power-ups at all, just keep using LT on the Community Chests to replace with another until it is the Auction one. Also, try not to collect any electricity, water or cash to avoid those medals.
This will give you your best chance at the achievement but still does not guarantee it due to how random the game is at handing out medals. I often still ended up getting Power-Up Champion for using the most power ups. Good luck and hopefully you can get it in just a few tries.

The best tip for most trophies is to start with is set to YOU Vs your 2nd controller or YOU Vs 1 AI on Hard, then pick a map you like. I personally just do Monopoly City revisited.
