This is awarded to the person who won the most auctions. Easy to do if you play against AI on easy or with a second controller. You can also turn on assist in the character selection screen to give you extra starting money.
As other people have mentioned in other solutions, the awards at the end of the game are random. That doesn't mean that you can get this by NOT being the top bidder. It means that you may be top in five categories at the end of the game, but the game randomly picks which of those categories will actually get awards.

Two things I did to help push this one along:
- Focus on bidding on properties that the other player has ALREADY bid on, thereby making it a "legit" win. Best way to do so is have a second controller bid on a few properties then bid over them.
- Try not to be top in too many other categories

This achievement is stupid. I have spent 2-3 hours alone trying to get this one and still can't get it to pop. I have been using a second controller and bidding over the second controller, and also just winning one or two bids solo and letting the time run out. I have done the above at least 30 times and can't get the bonus.
