This is an incorrect solution. The ripped off bonus is for most buildings stolen. I’m not sure what this one is for yet. It’s one of the last 3 I need.
Edit: just popped it. It’s for the player that has the most money. I assume most will get this well before all the others.

This is awarded to the player who accumulates the most money. Keep collecting money, and only do that. You can pick up power-ups and use them when it's the money symbol too, and also buy a few houses of the same group, so they'll earn you some more money.
