Not a difficult achievement at all. There are a couple ways of getting this achievement easily. The easiest way is by finding someone to help you online in a Bull Marget game and having them let you win every auction. As long as your helper is letting you win every auction you will get the achievement (ranked or not ranked). Another way is by getting a second controller and playing locally using the same method as described earlier.

Start a 2-player game with custom rules so that all the properties are given out at the beginning of the game. If you don't get all 4 railroads at the start of the game, then after your first turn, select "Trade" from the End Turn menu and have the second player trade you the remaining ones. After you have all 4 of the railroads, the trophy will pop!
