This is less of a guide more of a bug/watch out. This can be gotten by beating Devon just north of Crossroads town I believe. I beat him and it did not unlock.
I had beaten the "chief" trainer in the town at the top left firdt though as I stumbled up there and she was easier to beat.
Others have also experienced this glitch as well :( not sure if there is a fix
