08/06/22 (uk date) - can confirm this is still bugged.
This achievement seems to be for finding (not sure if catching/taming is required - i have killed one and caught one) a "brilliant" monster. These are recognisable because they glow in rainbow colours even in the overworld. There is roughly a 1 in 1000 chance of monsters spawning.
The first I encountered was a Vulter in the Desperado region after spending time grinding there - accidentally killed it (doh!!). The second was a Bifra in the flowering province and I caught this one. I even tried using the brilliant monster in battle, achievement did not pop.

Just want to add that I had previously gotten several and no achievement pop.
However, loaded up my game save today and this popped immediately.
