Click on: Single Player - Time Attack.
Choose a local track and then click on leader boards to find a ghost to race against.
(I found if I put a steady lap in on a track then head to the leaderboard. Find a ghost near my time and then race against it worked best for me without having to scroll through pages of the leaderboard to find a slower time to beat)
Once you beat the opponents ghost time the achievement should unlock.

Guide for those who do this after their career playthrough:
The game won't save your time on the leaderboard if you don't beat the time you had during career. The game shows your best time but says you're not on the leaderboard if you look for a ghost. You'll only appear on the leaderboard if you drive faster than during career.
The workaround is simple:
Sign in with another account and drive a slow lap. Switch back to your main account and choose the slow ghost from the friends filter.
The achievement unlocks after beating the slow ghost.
