Very easily obtained, to begin:
1) From the main screen, hit RB to single player.
2) Time Attack
3) Select any mode, I did 450.
4) Select a track.
5)Hit RB to Leader-boards; DO NOT select a ghost to challenge. Just simply hit the start button.
6) Coast and make mistakes for your first lap.
7) After one lap, return to pit.
8) Exit to menu.
9) Go back to the same track and hit RB to leader-boards.
At this point the rankings showing should be around the run you just completed.
10) Hit A to challenge the ghost of any player around your time. Then press start.
11) Beat the ghost in a lap and boom achievement!

Hmm that didn't work for me ?

You have to do a clean lap. Invalid laps don't count. I had to do 2 laps. Maybe that's your issue too.
