You should have a rider set up from when you started the game, and you will need at least 60,000 credits to buy the components.
Go right on the main menu with RB to 'Create'. Here select 'Bike and suit presets', then an engine class (I went with 250 as that's what I was playing with at the time), then select an empty preset to use. On the next screen select the rider.
Now you will have a list of different items. Helmets, Goggles, Suits, Boots, Neck Braces and Butt Patches. Not all can be bought, some must be unlocked. The ones you can buy have a blue icon with a shopping trolley. The cheapest items are the Neck Braces (6,000 credits) and Goggles (7,000 credits). Buy any ten.
