This is pretty easy when you know what to do for the setup. From the Main Menu:
Single Player > Event > Time Attack > 250 West (any of the 3 will do, this is what I picked).
Change the Stadium to whichever you would prefer. For me it was Salt Lake City Round 15. Now once you do, press RB once to go to the Leaderboards for that particular track. You're gonna want to scroll all the way to the bottom to last place and press A on their entry to "challenge" their time. At the time of posting this, only 54 people are on the Leaderboard for this particular track so it's not nearly as bad as you would think (it's only entries from Series X alone). This persons time was 1:31 (just from doing a single lap) which should be no problem at all to beat. So with them selected as the challenger, simply start the event and beat their ghost. Do a clean lap around the track since it'll invalidate your time if you cut the track or whatever. The achievement will pop as soon as you cross the finish line.

you can use your another XBOX LIVE account to create records ,then use your main account to beat it (make sure your another account is in your friend list).
