Monster Hunter Rise

You receive Painting - Foreign Threads for completing every single Follower Quest in the game. Each follower has from 2-6 quests to complete. Many are not unlocked before certain progression is met in the game, whether this be certain MR or clearing specific urgent quests. If you do not have one, you either need to continue progressing or finish a previous quest for that (or possibly even a different) follower.
