After the main tutorial at the village you can head to the buddy hub. (To the right from the village entrance) Once there on the right side you will see buddy handler Lori. Talk to them and you can hire a buddy for zenny. You can only have 30 buddies at a time but you can dismiss some and then hire more to get you to 50. The achievement will not unlock while you are talking to Lori but once you back at it will unlock.
As SavedStray mentioned once you level up your village more you will be able to hire more buddies at a time and you would not need to dismiss.

If you want to try to unlock this immediately then sure you can dismiss buddies to hire others but once you get a few tiers up in the village missions you can hire additional buddies. I personally can have a total of 35 palicoes and 35 palamutes. Just a note I felt deserved a mention, not sure if you get zenny back when dismissing and in early game every little bit saved counts.

You do not get Zenny back when dismissing. You do get any equipment you may have given them back though.
