You will need to complete the urgent quest given at MR 100 to hunt a Scorned Magnamalo before this can be completed. After completing the survey afterwards involving him and completing every other survey, you will receive an extra survey to slay 3 elder dragons. The achievement should pop after finishing the extra survey.
