How to unlock the A Living Fossil achievement in MONSTER HUNTER: WORLD - Definitive Guide
Start an expedition to Rotten Vale Central Camp (11), which is available after unlocking five-star assignments. I also just found this fish in the elder recess. I just got to this place for the firest time and it was in a huge body of water at a camp I haven't discovered yet. It was on the far left side of the water.

I jumped between Elder Recess (8) and Rotten Veil (11) until it finally spawned. Gave me a chance every time I went through a loading screen instead of going back to Astera.

Try to find it in LR instead of HR. I spent an hour trying in HR then read about people finding it on the first try in LR. As soon as I went to the Rotten Vale location in LR, it appeared, so I'd recommend giving that a try.
