As you progress through the story missions of Iceborne you will continually unlock decor. There will also be sidequests that unlock decor material (and say so in the description) and deliveries that unlock decor. The only catch to this is that the game does not register you as having "unlocked" new decor until you go back to your room and speak with the Housekeeper. Once you have at least 120 the achievement will unlock upon speaking with him.

I just wanted to add:
I did not directly pursue room decor, and instead mostly just played through the "story" missions. I checked my room customization and unlocked the achievement after completing Under the Veil of Death in which you have to slay
