There are 5 camps needed for this achievement. The earliest you can get it is after a storyline expedition that takes you from MR 12-13 where you
They are all fairly obvious to find with minimal exploration.
The camps in area 1 and 5 will be established automatically very early in the storyline, as well area 12 (on the lower level of the map) a little bit later on, around MR7 iirc.
The camp in area 7 is also available early (It might be accessible as soon as you enter hoarfrost reach, I forget) but requires you to first find it and then complete a delivery request for 1000 research points and 1 Tobi-Kadachi Membrane+. Once area 15 is accessible entering the camp will trigger another delivery request, this time for 1200 points and 1 Azure Rathalos Fellwing+.

The camp in area 7 was availible to me when I did the Barioth quest as this is the earliest you can access this area I believe. Before that you actually have to fight the Banboro as he opens up that part of the map
