How to unlock the Step into the Arena achievement in MONSTER HUNTER: WORLD - Definitive Guide
In order to get this achievement you will need to be in Astera. Astera is the main city with the smithy. Once there go to any one of the lifts around the map. If you're having difficulty finding them you can use the mini map (Press the Back Button/Option Button).
Take the lift to the 4th floor, called the Gathering Hub. This is the social area and there are several things to do here. This is where you can locate the Arena.
Talk to the Arena Counter in the gathering hub and accept one of the challenges. Once you complete the objective in the challenge the Achievement should pop.
The easiest way to beat this quickly is to select the first challenge, against the Pukei-Pukei, and pick the hammer class. There are several large trees with nets on them. If you Hold RT and walk up to these trees in will trigger the Hammer Air attack. This will send you character flying doing a ton of front flips. It does a lot of damage if you can hit most of the attacks and especially the last one. The Pukei-Pukei will struggle to hit you doing this attack and you should be able to mount him several times. Just keep on flipping at him until he dies.

So this is not the same as completing a special Arena Quest on your quest board.
You cannot call an SOS for help and you cannot bring in your own armor. It looks like you can have a party of two before going into it. So you can't have randoms join you.
You're given five choices of armor to use. So it would be nice if someone can make a list of which set of armor to choose for each Arena Quest. Unless the armor choices are random.

Once you gain access to the Gathering Area, you can enter the deck of a ship (that's stuck on the peak of the Astera base).
At the counter, there is a woman who offers arena quests that would pit you against a monster in an (you guessed it) arena setting.
Choose one, conquer the monster(s) and get this trophy at the rewards summary screen.
Congrats!
Do note that you won't be using your own gear. Each arena quest requires you to don one set of the quest's selection of gear. So be prepared to use gear you might not have used before or at least not as familiar/comfortable with.

As you progress through the story, a meeting hall in the city will open, this is a broken ship at the very top. The arena manager is standing there. Take any quest and complete it
