This is effectively the first achievement you unlock in the new expansion. Once you have completed the Land of Convergence assignment and beaten the last main assignment for base game you can speak to the Enthusiastic Hunter in Astera in order to go on an expedition to the Hoarfrost Reach. You will immediately unlock the Master Rank the moment you arrive as well as one star Master Rank assignments upon completing this quest.
Hunter Rank 16 is also required in order to access the DLC, however that is effectively obtained by playing through the assigned quests and is a very short grind otherwise.
