You get this from completing the Viper Tobi kadachi quest in the story of the iceborne dlc. If you are struggling use the join sos quest to join up with some one else to get this. Also I had the help of a fulgur anjanath who i came across first by accident and then led to the viper tobi kadachi to beat it down quite a bit.
