Coins are earned with each successful level completion. This took me awhile to earn and I had 3 starred all Yello Jello and was well in to the 2nd world, Purple Jam, before I had 1500 coins.
Back out to the store and purchase the 3 solution pack for 1500. This achievement did not pop for me until I backed out a couple menus. Not sure if it was delayed or if you have to back out so try that if it doesn't pop right away.
Earn another 1000 coins and spend those on whatever you wish to unlock:

I had a brain fart and bought the pack of Skips instead of Solutions. And I used my last 1500 to do it. As far as I can tell, you have to uninstall the game and reinstall it if you have already acquired all stars. It won't let you earn coins on already completed levels. The achievement popped a couple of seconds after I made the correct purchase.
