The blacksmith is to the left of the fast travel point in the keeper area. You can upgrade your gear with the crafting ingredients you obtain as you battle monsters and open chests.

The Blacksmith is located in the Keeper's Stronghold to the left of the teleport stone. When you speak to him for the first time he will give you 4 copper, 2 cotton, a red gem, a blue gem and a green gem.
The Blacksmith can upgrade weapons and accessories using crafting materials that you can loot when winning a battle or opening crafting boxes given to you usually upon winning story or significant battles.
As you increase your Keeper rank you will gain new crafting materials that you can buy from the female NPC to the right of the Blacksmith in the photo below.
The Baclsmith menu will show you equipped equipment and what monster is using it, unused equipment and what they require to upgrade them.
