This achievement is bugged at the moment - in a good way - meaning it would unlock without some requirements being met. Update 1.0.3 for the Steam version aims to fix this, with the Xbox version coming later (no release date so far). With this new update, all requirements will again need to be reached to unlock the achievement.
This is actually not that difficult, as you will want to avoid trading unprepared fish anyway. Using fish to make fish meals and selling those is much more efficient and you will make much more shells (money) that way. This achievement is bugged at the moment - in a good way - meaning it would unlock without some requirements being met. Update 1.0.3 for the Steam version aims to fix this, with the Xbox version coming later (no release date so far). Things you MUST NOT do
- Put unprepared fish in your vending machine(s) and sell it this way. If you accidentally put one in the vending machine, you can quickly remove them before it is sold and this will not void the achievement.
- Sell any unprepared fish at vendors in town, e.g. at the Tech Shop.
- Buy any fish from the fish market. However, you can exchange low-grade bait for high-grade bait.
- Complete quests from the Bulletin Board that require unprepared fish. This is not necessary before update 1.0.3 (thanks Maxumilli0n) but it may be after. For now, I would just not do these altogether, just to be sure.

I think there is a happy glitch with this chieve because I sold tons of unprepared fish and it still popped
