The side quest list and the quest givers are as follows:
Chapter 1
Olfactory Memory - Abi - Give Casper a steamed purple tail.
The Environmentalist - Claire - Clean up 5 pieces of trash in the bay with your net.
Chapter 2
The Physicians Apprentice /Find Ligaya - Doctor - Deliver prescriptions to the 3 marked NPCs and then find his assistant.
Chapter 3
Song of the Sea - Rose - Find the source of Rose's song in the Hot Springs (be careful of bugs with this one!)
Public Opinion - Lily - Ask three marked NPCs about town renovations. Some can be tricky to catch.
Chapter 4
Search and Salvage - Sarah - Deliver scrap from around town, and then help locate three wrecks.
The Blizzard Fish - Elvice - Find the Mystic Sphinx, catch one random fish there, then catch a Frosted Catfish.
Chapter 5
Finding Time - Olivia - Cook a Bajan Season Fried Flying Fish and a Glazed Mahi Mahi for Olivia.
The Burden - Ethan - Catch a 'Disguising Bass' (Lillitrap Angler) in the Shallow Steam, then an Antenna Grouper in the Ivory Dawn (see The Burden achievement for more details).
That should be all that's needed - if none of your quests bugged but the achievement doesn't pop, then try doing a quest off the community board (that's what worked for me!).

I have all of the quests completed, did a few off the board, but no luck...

Song of the Sea bugged for me in that it completed and gave me the recipe but didn't show up in the completed tasks list.

I played the game a second time to get the 30 day achievement and went through every quest given to me. This does not require any bulletin board quests and I can confirm does not include the Civic Restoration quest.
Some people are having trouble finishing the Song of the Sea quest. It should complete after you finish the task and go back to talk to Rose. It bugged on my first playthrough but didn't on my second. Only thing I changed on my second playthrough was that I renovated the Gazebo before doing the quest so hopefully this will help someone if they're stuck on that.
This may or may not be the cause but I would also advise to save as well before doing this quest.

Didn't have an issue with Song of the Sea and finished all quests and this till didn't pop for me. Will have to try again on my second playthrough.
Edit: Unlocked on 2nd playthrough. It seems I missed the first cut scene and the Song of the Sea task never appeared in my journal on my first playthrough which probably caused the glitch.
I had run straight to the gazebo to renovate it and avoid the glitch which triggered the second cut scene without me knowing about the first.
I would say avoid the gazebo entirely until after you finish the quest.

Yeah same happened to me so I renovated the band stand and it worked on my second playthrough
