The Alligator Eel can be found in Resting Crag, an area that is only accessible after you open the Ocean Door. To catch it you need to use the Plug lure and low- or high-grade bait. You can also use the multi-lure or fishing line that you receive after reaching certain town renovation milestones, which makes this even easier (thanks Maxumilli0n).
Once you have caught one, make sure to save your progress before trading the Alligator Eel if you haven't completed the story yet. Next, go to the Tech Shop in Moonglow Bay, select the Alligator Eel in your items, and press
to accept the trade and this will unlock the achievement. Afterward, you can load your save before the trade so you didn't negate the Restauranteur achievement for your playthrough.
