This is a very easy achievement that you can unlock at the very start of the game, even during the prologue: While your partner teaches you how to fish, turn to the dog Waffles and press 
to pet him. Repeat this until you have pet him 50 times to unlock this achievement.
You can also unlock the achievement after the prologue in Moonglow Bay. Simply find Waffles inside or just outside your house and pet him 50 times in total.
