There are in total 12 stamps you need to collect to unlock this achievement, and you can see your current stamps in your Journal.

To get the stamps, you will need to become good friends with 12 persons. Typically this means that you need to prepare and gift them their favorite dish five times, one each day (thanks MrIcyDeath). This is not required for Abi and Claire though.
01) Shizuka Goto (Musician) - Give Surf and Turf
02) Claire Braun (Little Girl) - Complete her side mission
03) Marina Peixoto (Aquarium) - Give Grilled Octopus
04) Ms. Chips (Old Lady with Dogs) - Give Steamed Fish
05) Mayor - Give Clam Chowder
06) Haru Goto (Tech Store) - Give Boiled Lobster
07) Rose Tremblay (Mayor's wife) - Give Tuna Sashimi
08) JP Cloutier (Cozy Cavern) - Give Grilled Oysters
09) Claude Duchaine (Lighthouse) - Give Crab Rice
10) Abi Braun (Scrap Shop) - During the story
11) Sarah Johnson (Boat Shop) - Give Fish Burger
12) Parris Lavoie (Fish Market) - Give Fish Tacos

Once you have collected 3 of the 12 stamps, you will also unlock

The The Art of Conversation achievement in Moonglow Bay worth 27 pointsBecome good friends with three characters and collect their stamps

It takes 5 meals for them to write in your journal

@MrIcyDeath Thanks, I will add this! I wasn't sure about it as I thought some required fewer meals. Perhaps I had given them some meals previously.

Where is the mayor?

@Ace Rvmzey It's a while since I played this, but I believe you find the Mayor outside Town Hall at specific times. I don't remember the exact times, but I believe it's before he reaches Town Hall at the start of the day around 8 am and he will leave again at the end of the day after 5 pm. Just wait at the entrance to Town Hall and you should see him coming and going. Hope this helps.

Abi’s stamp is not gained during the story, you have to talk to her after finishing the fishing tutorial.
