I knocked out most of the weapon crafting near the end of the game over the period of about 2 days (real-time) across a couple of different consoles. I don't know if this is what triggered the issue or not.
I focused on one category at a time and started crafting the weapons. Once the achievement for the specific category popped I would move on to the next. When I finished my last category, spears, the achievement for it popped - but NOT the one for crafting all weapons. I looked over my achievement list and I had all of the individual weapon category achievements.
After fretting for a little bit I opened the in-game notebook and noticed that I was missing some entries on the merchant tab relating to some bows. I went back an "re-crafted" them and the all weapons achievement popped, despite having the bow achievement days prior.
So, in short, if anyone can't get this to pop even though it should have maybe try consulting your in-game notebook for missing entries.
This may seem hard at first, given the amount of gold needed for final form of all ten different weapons. But by then, you should've worked out your preferred playing style, and unlocked all the necessary upgrades for your shop. So, with the all the decor that gives a tip in place and a fully upgraded cash register, you could sell a fully upgraded weapon you feel you won't be using, for about the same price for its final forge (512,000) and receive a 100%+ tip on top of that, more than enough to fully upgrade the next weapon and so forth.
The list below is the items needed to upgrade all weapons and armor, numbers in parenthesis only apply to the Switch version (since they have the Hero's Sword and Bow). You will also need to make 2 of each training weapon to craft the raw damage and elemental branches. These materials have been accounted for,

You will need to purchase Vulvan's Forge from the town board for 500 gold to begin crafting items. From there, you'll want to work through each of the weapon sections as you work through the four dungeons. You'll need two of each base weapon since one each is needed for the two different weapon trees in each section. From there, just keep upgrading the existing weapon to the next tier. You can press to put an item on your Wish List and then anytime you get a crafting material for an item on that list, it will be marked with a star in your inventory to remind you not to sell it. When you return to town, put starred items in your chests in the shop so you don't lose them. Once you get enough gold to craft something, it will pull materials from the chests to use.
There are 9 different weapons to craft in each of the 5 categories. Fortunately, if you get one of the weapons to drop in a dungeon, it will count and you will not need to craft it. You can add items to your wish list, which will then mark the materials required to craft the weapon with a star, so you won't sell it by accident and know to keep it when you pick it up.
If you have already found the materials before, you can purchase them at Le Ratailer, though it is not suggested as he sells things overpriced. Plus, it will benefit you going out to the dungeons and collecting it yourself, as it will add to the kill trophies needed for each dungeon and overall for the 10,000 kills.
