this can be done in a kustom lobby just have king of the hill rules turned on
In ONLINE got to Kasual King of the Hill. You can spectate, even participate. After each fight is complete, you will be able to pay 1 through 10 respect points to the victor.

Might be worth noting that nobody plays kompetitive KOTH, so it's way better to do it in kasual kustoms.
