In chapter 8, when you are mowing down the waves of montsers on the steam cannon, eventually you will be given the option to either "STAY SHOOTING BIPEDS" or "SEND ELSIE TO LOOK FOR THE REST". Make sure to select "STAY SHOOTING BIPEDS" and continue through a couple more waves to unlock this.
