Easiest way to achieve this is locate a water jump (Advanced Course 4th jump for example) and run you horse at as quicker speed as possible into one of the uprights holding up the jump.
The rider should fall from the horse into the small water hazard beyond bagging you the achievement.

I voted positive. I got this before your guide came out, but that is exactly how I achieved it. My question to you is why exactly does this have a ratio of 11.41 that's absolutely ridiculous.

The ratio depends solely on the number of TrueAchievements members getting the chievo as compared to the number of TrueAchievements members who played the game. If almost nobody has it, then the ratio is high.
