Load up Exploration on Egypt and just crash into the river with the small boats going by at 100mph or more and the achievement will unlock. I found the achievement not unlocking when I went into walls at 120+mph as the speed would just drastically decrease out of my control on impact so the water is a fool proof method.

This one can be buggy. You can hit a wall straight at 120+ mph and the achievement still might not unlock because the speed decreased below 100mph in a split second on impact which you cannot control. Therefore the easiest way to earn this is to load up exploration mode on Egypt and go right at the back of the map where you will see a river with small boats going by. Drive into this river going at least 100mph and the achievement will unlock at as impact on water will never change the speed.
