This achievement will unlock as you work to earn all gold medals. It should pop around the time you have got all gold in 3 of the 4 event types. Feel free to spend all the money you want because it will still count towards the achievement. Iceland events are usually the last to unlock and give the most money upon completion but there is no need to grind unless you really want to max out all the bikes.
I maxed out 2 bikes and bought an outfit and had $150,000 saved up when I hit level 20.

Is there a possible glitch with this? Right now I have over 70k on top of the fact that I've bought 2 bikes and upgraded 1 completely and I've bought gear. Also, if I go to bike club and go all the way to "tasks" there's a task called "high rollers" and it's earn 1mil and it says I've earned $667,760. I don't get why I haven't unlocked this yet... thanks

It's possible. The achievements have been really buggy since the DLC came out.

You will have earned around $100,000 by the time you have finished the career with all gold medals, which are not particularly hard to obtain in any mode except Exploration which takes a little time. I unlocked this achievement by winning a gold medal in all race, trick & rival events but hadn't touched exploration mode at that point.
