Start up a multiplayer split screen match. Sign in 2nd controller. Continue to start the match. Achievement unlocks as soon as the track starts.
Note: If the game freezes just reload the game and try again.

BEWARE!
A warning to anybody who is playing this through Xbox One through backwards compatibility. You MUST have 2 Xbox 360 profiles downloaded on your Xbox One. It will not work with a guest account and you cannot make a new 360 profile through backwards compatibility
I got stuck with this as my last achievement and had to re-download it on my 360 to get it.

I created a second profile on my xbox one and that worked fine.

I can confirm that this achievement is possible on Xbox One backwards compatibility.
Under Kazooie959's solution, I got this suggestion from jonoru1es comment. You can make a brand new account on Xbox One and use it for the second controller on 360.
Guide, Profile then down to Add or Switch, hit Add New then select Get A New Email.
Go through all the steps and you'll have a new account to use for the second controller. No need to buy a new XBL subscription.
Then just load up the game, start local splitscreen and use your new account for the second controller and you're good!

Select multiplayer > local splitscreen from the main menu. Now sign in 2 profiles, choose your track and mode then start the race. The achievement will unlock for both players when the event starts.
