Pretty Simple. First thing you have to do before you can start your career. After booting up the game, go to 'New career' and the game will enter you into Tutorial mode. Do what the game tells you to do. The game will have you do simple basic stuff and then complete a 2 Lap around the track. Opun finishing these 2 laps, you will pass Tutorial mode and be given your Event license. This is when the achievement will pop. Good luck!

Select New Career from the Main Menu and complete the 5 short exercises to get acquainted with the controls; Basic Riding, Drifting, Tricks, Boosting & finish 2 maps under 90 seconds to complete the tutorial.
