This is NOT! the case however,
This can be done in any position as long as the person you are ahead of finishes 1/10th of a second behind you.
So what you would want to do is drive in a clump of Motorcycles when you finish and you are bound to get it quite easily. This can be done Quite easily on Regular Tuna Lake circuit as the end of the track has a very sharp chicane in which many of the Ai riders crash into.
But how to keep them clumped? Since usually the Superbike users speed up with bizarre unrealistic turns and speeds.
For whatever reason they are the ones that struggle insanely hard with this track so they tend to either fall behind or stick around the Roadsters. The only AI that you won't see in many occasions are the Customs as they can drive through the many dirt roads that this map has but can goof up aswell and stay in the pack.
So what you want to do is always drive on a Custom or high acceleration Roadster that is slow and just follow the pack try stay on a 6th or 7th position and you'll notice that when you need to cross the bridge with the many roadblocks that they crash and clump up since they crash into eachother.
Just keep following them until the finish and just drive in the pack for as long as possible some will crash and reset themselve if you finish ahead of atleast 1 AI and have a few around you, you should be golden.
As a rule of the thumb try races with alot of Dirt roads since the AI can't switch so they'll slow down here.

Cosby Coast !Reverse!
The Japanese City Not Reverse not the Dock stage forgot its name.
And basicly any stage that has a dirt road close or just before finishing or hard cicanes
But why no Cosby Coast since it's so much shorter ?
Lemme explain they don't clump so good on there since the Supers dominate since they cheat with driving and they leave the rest in the dust.
Why not reverse Cosby Coast ?
Same as the last one you will have a hard time clumping them there since they don't crash always and crash along the road blocks instead of a road block they all crash into right before the finish

This is an extremely luck based trophy, as even with careful planning, it's hard to get such a small margin between two bikes at the finish.
With that said, there's a decent chance you'll get this naturally in a race with little or no broken track, because the AI are actually decent in these races and will catch you at unfair opportunities. Indeed, I acquired the trophy when an AI came up blisteringly fast behind me and practically smashed me over the finish line.
If you do struggle, pick a track where you are comfortable with the layout and preferably some broken track near the finish to slow the AI down, then lay in second place and go side by side at the finish, using a little boost at the death if necessary. Alternatively wait for the AI as close as you can to the finish line and edge over when you can see him approaching, making sure not to go too early.
