For this achievement a town or castle will count. You can pick a castle or town with a low garrison and militia, make a save right before starting the siege, send troops for a quick win, then reload and repeat.
Personally I never sim a siege when playing for real, but for the sake of the achievement this will speed it up as there are only 120 settlements in the game. It won’t count if one of your clans or parties take a settlement and you play no part in it. I’m not sure if it even counts if you’re not the commander of the siege. I can’t test it cause I’ve had the achievement for awhile already.

I can verify it only counts when being commander. I have now helped in siege of settlement (castle) at least twice and was not the commander and the tracker is still 0.
