The bare minimum you should have to attempt this would rougery at 50 and get the two faced perk. I got it with one focus point in rougery and selling prisoners throughout 2 wars. You cannot hire the prince and use his rougery unfortunately. That gave me a 30% chance to enter a town that i’m at war with (not a village).
Make a save as you will probably fail, then keep trying to get in, when you eventually do, look for a light blue quest exclamation mark, accept a quest (ideally not escort a caravan as that takes a long time) and make sure your king is not about to declare peace.
